Bun v1.3リリース。 ローカルサーバのHot Realodの改善、HTMLファイルの実行をsingle-file executableへのコンパイルに対応。 workspacesではisolated installをデフォルト化、`minimumReleaseAge`オプションの追加、`bun why`/`bun info`/`bun audit`の追加。
