津田大介さんのTwitter経由で知りましたが、私的録音録画小委員会において、ダウンロード違法化(正確には、未許諾でアップロードされたコンテンツを情を知った上でダウンロードする行為を私的目的複製の対象としないようにする)が確定のようですね。まあ、個人的には残念ですが、予想通りの展開です。 しかし、この改正によって本当に効果があるかは疑問だと思っています。ちょっと前に実施されたアイシェア社の調査では「違法ファイルのダウンロード違法化によってCDやDVDなどの購入機会が増えると思うか?」との質問に対して、約70%「変わらない」と述べています。なお、この率は性別、年齢層にかかわらずほぼ同じです。 よく、ネットユーザーを中心に調査をすると結果がぶれることがありますが(ジョークとして「ネット調査によると日本のインターネットの普及率は100%」なんていうのがありますね)、今回の調査はそもそもネットの世
文化庁は12月28日、「私的録音録画小委員会」(文化審議会著作権分科会内)の議論をまとめた「中間整理」に対するパブリックコメントを公表した。当初「約7500通集まった」としていたが、集計の手違いで実際は8720通あったといい、うち多くが、「違法録画・録音物のダウンロード違法化」に関する意見だった。 個人からは8610通、団体からは110通、メール、郵便、ファクスで寄せられた。文化審議会著作権分科会のトップページの下部に、テーマごとにまとめられたPDFファイルへのリンクが設置されている。 全体の8割がダウンロード違法化についての意見だったといい(PDFへのリンク、約3Mバイト)、A4のPDFファイルで606ページ分にわたっている。「補償の必要性について」の意見も多く(PDFへのリンク、約500Kバイト)、46ページ分ある。 パブリックコメントは、10月16日から11月15日まで募集した。 関
