中古車販売大手・ビッグモーター(東京都港区、兼重宏行社長)が、事故車修理における保険金を不正に水増し請求していた問題で、損害保険ジャパンとの癒着疑惑が一段と強まってきた。 疑惑を解明するうえで、最大の焦点となるのは「営業ノルマ」だ。 「アット」と呼ぶ営業ノルマの実態 不正の経緯などについて調べた特別調査委員会(委員長・青沼隆之弁護士)の報告書によると、ビッグモーターの板金部門は、全国に最大で33あった工場に対し、「アット」と呼ぶ営業ノルマの達成を強く求めていた。 同社においてアットとは、車両修理1件当たりの工賃(作業代金)と、交換した車両パーツの粗利益(販売代金から仕入れ代金を引いた金額)の合計額を指す。 その平均値を上げるようにノルマを課し、平均値が低い工場の責任者を本社役員などが会議の場で厳しく問い詰めたり、見せしめのように降格処分にしたりといったようなことが常態化していたという。 し
