3月12日、エストニアは緊急事態宣言を発令した。3月13日から5月1日まで原則有効なこの宣言は、エストニア国民の生活にどのような影響を与えるのだろうか。緊急事態宣言の内容と、それに呼応する初動対応について現地からレポートする。 エストニアは数週間前まで、極めて落ち着いた状況だった。2月26日に初めての感染者が確認された一方で、感染者の伸びは横ばいで、3月5日時点でも3人。しかし3月6日に10人、3月12日に16人と拡大。感染拡大を鑑みて、エストニア政府は、感染者が27人に至った3月12日の深夜に緊急事態宣言を発令した。その内容は次の通りだ。 まず、小学校から大学までの教育機関の閉鎖。3月13日を最終登校日とし、16日からはリモート授業に切り替えることを発表した。これは国内全ての学校が対象で、措置の見直しについては2週間毎に行われる方針。なお、幼稚園の扱いについては地方自治体に一任している。
