3.11以来、処分方針が定まらず棚上げされてきたいわゆる「処理水」（東京電力福島第一原子力発電所で発生した汚染水を多核種除去設備等で処理し敷地内のタンクに貯められてきた水）の取り扱いについては、政府が2021年4月13日に海洋放出の方針を決定し新たなフェーズに移行した。 政府が福島県内外の漁業関係者等への説明・協議を続ける一方、東京電力は国の基準の40分の1未満に希釈した処理水を沖合約1キロの海中に放出すべく、海底トンネルをつくって配管を通す工事の準備を進めている。海洋放出は2023年春ごろの開始が目標とされており、海水希釈は100倍以上を予定しているため、敷地内部に大量の海水をくみ上げるためのポンプの設置工事なども進む。 この行政的・実務的プロセスが積み重ねられていく中、看過されている問題がある。いわゆる「風評」の問題だ。 これまで処理水放出については反対の立場を述べる者の中には、処理水
