学術研究論文のＯＡ促進、大学図書館連合が世界最大の学術出版社と転換契約した意味 ニュースイッチ by 日刊工業新聞社
大学図書館コンソーシアム連合（ＪＵＳＴＩＣＥ＝ジャスティス）とオランダの大手学術出版社エルゼビアは、学術研究論文のオープンアクセス（ＯＡ）促進に向けた転換契約の提案に合意した。ＪＵＳＴＩＣＥ会員の大学図書館のうち５７大学からなる交渉チームが、同社との議論を経て日本での枠組みを構築した。転換契約は国内大学とワイリー、シュプリンガーネイチャーとの間で始まっており、これで大手３社が出そろった。 転換契約は出版社に対して大学図書館などが払ってきた論文雑誌購読料を、研究者が払う論文掲載料（ＯＡ出版料、ＡＰＣ）へシフトし論文を無料で社会発信することを認める流れに乗ったものだ。購読とＯＡ出版を組み合わせることで、大学・研究者が負担する金額を低くした転換契約を結び、大学のニーズを満たす出版ビジネスに変える取り組みだ。 合意した転換契約の実施期間は２０２４年から３年間。今後は提案をベースに、希望する大学が個

Published 2023/10/19 17:51 (JST) Updated 2023/10/19 18:09 (JST) 政府の総合科学技術・イノベーション会議の有識者会合は19日、研究論文をインターネットで公開し閲覧可能にする「オープンアクセス（OA）」を巡り、公的資金が投入された研究成果は、国民に還元するために無料で即時公開すべきだとする提言をまとめた。2025年度から公募する国の競争的研究費制度に関わる研究を対象とした。 提言は、対象となる論文とその根拠になるデータは、学術誌への掲載後、国が整備するデータベースなどに掲載することを著者に義務付けるべきだとした。OA推進は5月の先進7カ国首脳会議（G7広島サミット）でも議論され、政府は本年度内にも定める日本のOA方針に提言を盛り込む見通し。

日本の学協会誌掲載論文のオンライン入手環境
2002～2013年に日本の学協会誌に掲載された論文120万9,674本を対象に，どの程度オンラインで入手できるのかを調査した。調査にあたっては1）CiNii Articlesを用いた調査，2）J-STAGE・メディカルオンラインへの収録状況調査，3）サーチエンジンを用いたサンプリング調査，という3つの方法を採用した。結果から，日本の学協会誌掲載論文のうち，7割以上は何らかの形でオンラインで入手可能であると見積もられた。特に英語論文や自然科学分野の論文は，オンラインで入手可能なものが多い。一方で，人文学分野ではオンラインで入手できる論文が43.7％，社会科学分野でも51.5％にとどまっていた。 学術論文のオンライン入手環境が整ってきている。国際的な学術雑誌のほとんどは電子ジャーナル化され，従来いわゆる「灰色文献」の代表格とみなされてきた大学・研究機関等の発行する紀要も，機関リポジトリによっ

DOAJが開始から10年を迎える
