労働政策研究・研修機構研究員 濱口桂一郎 去る1月6日、厚生労働省の労働政策審議会が、希望者全員を65歳まで雇用するよう企業に求める内容の建議を大臣に提出しました。今後、この建議に沿って法案が国会に提出されると思われますので、この時点でその背景や内容について解説しておきたいと思います。とりわけ近年は、若者の雇用情勢も大変厳しいことから、高齢者雇用を進めることに批判的な意見も見られますので、その両者の関係についても説明をしておきましょう。 年金支給開始年齢を引き上げるということをマクロ経済的にいえば、労働力として生産活動に従事する上限年齢をもっと高い年齢にまで引き上げるということです。働ける人々にはできるだけ長く働いてもらい、年金を貰う側ではなく保険料を払う側にまわってもらう。そのために、高齢者が働けるような社会的な仕組みをきちんと作っていく。これが少子高齢化時代の雇用政策の中軸です。新
