第一章 まえがき 1.1 背景 ～山地災害と林業経営～ 表層崩壊や土石流、河川の氾濫といった山地や水に由来する災害は、人間社会に甚大な被害を及ぼしてきました。これらの災害を防止するため、はるか昔から、森林には土砂崩壊や土砂流出を防止する機能の発揮が期待されてきました。また、どのような場所で山地災害リスクが高いのかに関しても多くの知見が得られています。 一方、日本において林業経営は厳しい状況が長く続いてきました。その間、森林の公益的機能が強調される中で、適切な林業経営は間伐などの保育作業を通じて公益的機能を維持向上させるという「予定調和論」が前提となってきました。ただし、適切な林業経営を続けていけば主伐の適期を迎えることになります。健全な森林・立木の存在が土砂移動を抑えるわけですので、主伐が行われて一時的にせよ立木のない状態を迎えることは、予定調和論の論理とは異なる状況を迎えることだといえる
