10月1日に、東芝がデジタル放送専用録画機ぶんの補償金を支払わなかったことを明らかにした(「デジタル専用録画機は補償金の対象外」 東芝が支払い拒否)。これに関して事情がよくわからず混乱している人も少なくないようなので、今回はこの問題について解説してみたい。 デジタル放送専用録画機とは、従来のアナログ地上波用のチューナーを搭載せず、デジタル放送しか受信できないレコーダーである。以下デジタル専用機と呼ぶことにしたい。まず前提として、今年5月には東芝とパナソニックが、このデジタル専用機の価格に、録画補償金を上乗せせずに販売していることが明らかになっている(「課金対象か明確でない」――パナソニックと東芝、デジタル専用レコーダーに補償金上乗せせず)。 日本の補償金制度では、消費者がこの補償金を支払うことになっている。補償金は対象機器の販売価格に含まれており、例えばレコーダーであれば、基準価格(ほぼ実
