This pull request add `HostEnsureCanCompileStrings` which is implementation-defined abstract operation. In other word, it is abstract operation for CSP hook. CSP prevent `eval`ing code. So, `HostEnsureCanCompileStrings` return `false` by implemntation, then the code should not `eval`ed. This should
