誤解だらけの「韓国に対する輸出規制発動」
「半導体素材の韓国への輸出規制」については誤解だらけ。写真は韓国半導体製造大手のSKハイニックス（写真：ロイター／アフロ） なぜ、相手が韓国になると日本の報道は歪んでしまうのだろう。もっと冷静に事実を報道して欲しいものだ。 今回の「韓国に対する輸出規制」に関しては、メディアは『半導体材料を“事実上の禁輸”』『対韓輸出規制を発動』などと、勇ましく報道している。それと同時に、記事では、『自由貿易を掲げてきた日本へ各国から批判が集まる懸念もある』『各国に恣意的なルール変更ともとられかねない』といった指摘もしている。 果たしてそうだろうか。 私は以前、経済産業省で貿易管理の責任者だった。その経験を踏まえれば、こうした誤解に基づく報道には首をかしげてしまう。こう指摘すると、経産省の代弁、もしくは擁護ととられるかもしれないが、それを恐れずに、正確な理解の一助になることを願ってあえてコメントしたい。 以

2019年4月17日 正午 一部加筆修正 2018年RIETIコラムで韓国の福島産を中心としたわが国水産物輸入制限に関するWTOパネル報告（注1）について解説したが（川瀬 2018）、当該案件の上級委員会報告書（注2）が日本時間4月12日未明に公表された。ここ数日報道やネット上で発言が溢れかえり、日韓共に極めて本件に関心が高いことから、2018年の拙稿のフォローアップを兼ねて簡単に解説しておきたい。 それにしても本件の結果には筆者も驚かされた。これは日韓政府共に同様だろう。両政府閣僚は、パネルの判断が大きく変更されないとの予測のもと、まず菅官房長官が8日の記者会見では措置撤廃の期待感を示し（産経2019.4.8）、韓国の文成赫海洋水産部長官も着任前の公聴会で、「敗訴したとしても最長15カ月間の履行期間がある。この期間を最大限活用し、国民の安全と健康を最優先に、対策を講じる」とコメントしてい
