NTTドコモと大日本印刷(DNP)は8月4日、携帯端末向けの電子出版ビジネスで業務提携すると発表した。他方、DNPは凸版と共同で「電子出版制作・流通協議会」をつくり、電子書籍の標準化を進め、総務省・文部科学省・経済産業省は電子出版の「中間フォーマット」を標準化する懇談会を設置した。日本でもようやく電子出版の動きが本格化したのは結構なことだが、商品が出る前から「協議会」やら「懇談会」やらが乱立して、「標準化」の話ばかり行われるのは奇妙な風景である。日本の著作権法では、出版社にも印刷会社にも著作隣接権はないのだが、いったいどこの社がリスクを負って著者と交渉するのだろうか。アップルやアマゾンは懇談会もつくっていないし、標準化を呼びけかけてもいない。まして役所の助けを借りてもいない。アマゾンは、電子書籍の市場がほとんどない時期に「キンドル」を開発し、その採算性を疑問視する業界の声を無視して電子
