全面禁煙は経済損失と考える人の残念な論理
昨年来、厚生労働省を中心に進められている健康増進法改正案の概要に、複数の業界団体が反対声明を出していることが話題になっている。この改正案では飲食店での禁煙化が盛り込まれており、違反した場合は飲食店、喫煙者ともに罰せられる。同法案は1月20日招集の通常国会を通過すれば、今年前半にも施行される可能性があり、それに先んじての動きだ。 健康増進法改正案では、これまで努力義務であった小中学校や官公庁、飲食店、駅・空港などでの禁煙が義務化され、罰則についても科料が加えられることとなった。なお、飲食店と交通拠点に関しては、いずれも喫煙室の設置が認められている。 公共の場における喫煙に関しては、受動喫煙の危険性といった直接的な健康被害ももちろん大きなポイントだ。子どもが立ち入る可能性が高い場所ならばなおさらだが、問題は受動喫煙だけではない。 直接の健康被害ではないため、“健康増進”という部分からは離れるが
