一切都在加速進行中 （本文授權為 CC BY 4.0 https://g0v.hackpad.com/HlZmy1bp0aM） 三年前，行政院〈經濟動能推升方案〉廣告引爆鄉民怒火，激發一群黑客組成 g0v 零時政府，從預算視覺化互動網站開始，打造開放資料、公民協作的資訊系統。如今不僅各部會、各縣市紛紛加入平台，更要在這個基礎上，邀請市民來決定預算、甚至創制國家政策。 二十世紀裡，臺灣的政府機關（公部門）歷經兩次威權政權，造就由上而下的科層文化。在資源有限的環境下，企業組織（私部門）反覆強調刻苦耐勞、逆境求生的拚鬥能力。「服從為負責之本」、「不要輸在起跑點上」，這些影響好幾代人的社會文化，都是上個世紀的產物。 〈經濟動能推升方案〉廣告裡「短短幾句話，無法說明這麼多的政策。說破嘴不如跑斷腿，拚經濟，做就對了！」正是結合了威權和拚鬥心態的寫照。但 2012 年 YouTube 上看廣告的人，早已
