本ブログでは、日本の財政赤字と累積債務の持続可能性について、過去に何度もとりあげてきました。しかし、リーマンショックの後、ここ１年半ほどの間は累進税制などの話が中心で、財政赤字と累積債務の問題からは遠ざかりました。 そのわけは、政策目標が転換したので安心していたからです。 リーマンショックの後、麻生内閣のもとで、累積債務のＧＤＰ比を発散させない、あるいは抑制していくという適切な目標が選択されました。2011年度までのプライマリーバランス（利息の支払や受取、および国債の発行や償還を除いた財政収支）の黒字化という（あとで説明しますが）あまり意味のない不適切な目標が、賢明にも放棄されました。 鳩山内閣にも、累積債務のＧＤＰ比を基本とする考えは引き継がれました。 適切な目標が選択されているかぎり、大きな間違いは起こらないであろう、と安心していました。 しかし、WSの空耳でなければ、先日発足した菅政
