There are many systems that handle heavy UDP transactions, like DNS and RADIUS servers. Nowadays 10G Ethernet NICs are so widely deployed and even 40G and 100G NICs are out there. This makes it difficult for a single server to get enough performance to consume link bandwidth with short packet transactions.
