日本全体の人口減少が加速している。先日、厚生労働省から発表された人口動態統計によると、平成26年の合計特殊出生率(一人の女性が一生に産む子供の平均数)は1.42となり、9年ぶりに低下した。今後、団塊ジュニア世代の出産の減少が見込まれることを考えると、出生率が大きく増加することは考えにくい。 さらに人口減少の大きな要因として考えられるのが、人口の東京一極集中である。東京圏の出生率は全国平均に比べて極端に低い。先述の人口動態統計によると、東京都の合計特殊出生率は1.15で全国最低である。このような東京圏に人口の集中傾向が続いている。平成25年では1都3県への転入超過数は10万人近くであり、この大半が15~24歳の若い世代が占めている。このように若い世代が出生率の低い東京に集中することは人口減少を加速させる要因となっていると考えられる。政府の平成26年12月に公表した「まち・ひと・しごと創生長期
