年末の朝日新聞に「追い出し部屋」という大企業のリストラ策の一環についての記事が掲載されて話題になっています。この種の問題は20年ぐらい前からあり、終身雇用契約のために解雇が難しい中で、企業としては「リストラ対象」として指名した人間を、意図的に極端な閑職に追いやり最終的に自分から辞表を出させるというものです。 この問題については、「非現実的な雇用に関する規制が残っているからダメなんだ」という文脈で論じられることが多いようです。企業が一方的に従業員を解雇することができず、正社員の終身雇用が保護され「過ぎている」というわけです。この論調は「そのために、若い世代の労働機会が奪われている」という論理に結びつけることもされています。 私は、この問題に関しては、ある程度の規制緩和は必要ではないかと思います。但し、その場合は経営層から管理職層、専門職層に対して整理解雇の条件を緩くする一方で、非管理職、非専
