【ワシントン=柿内公輔】ブータンに学ぼう-。米連邦準備制度理事会(FRB)のバーナンキ議長は6日、経済の「豊かさ」を測るための新たなミクロ指標を模索する必要があるとの見解を示し、ブータンの「国民総幸福量」統計が参考になると述べた。 マサチューセッツ州で開かれた会合でビデオ出演したバーナンキ議長は、国内総生産(GDP)などのマクロ指標は経済の長期的トレンドをつかむのにはよいが、「指標が回復しても、多くの個人は困難に直面している」実態を説明できないと指摘。家族や共同体に支えられ、生活実感に根ざした「豊かさを直接示すミクロ指標」に目を向ける必要があるとし、「興味深くユニークな事例」として、ブータンが導入した国民総幸福量統計が代替指標の一つになり得るとした。 国民総幸福量統計は、聞き取り調査で心理的な幸福も重視し、余暇や教育水準にあてる時間なども考慮。日本や経済協力開発機構(OECD)などでも導入
