3/5エントリに、そこで取り上げた白川論文が掲載されたIMF季刊誌の同じ号の表題のラジャン論文（原題は「For Central Banks, Less Is More」）をどう思うか、というコメントを頂いた。 同論文の主旨を乱暴にまとめると、今現在問題になっている高インフレレジームと、これまで問題になってきた（そして今後また舞い戻る可能性のある*1）低インフレレジームでは、中央銀行に求められるコミットメントが違うが、コミットメントにおける時間的整合性ないし時間軸効果*2の性格上、どちらかしか中央銀行しか選べないので、より弊害の少ない高インフレレジームのコミットメントを選ぶべし、ということになる。 これに読んで小生の思いついたことを箇条書きにまとめると以下のようになる。 ラジャンは、金融緩和策が高インフレ期において及ぼす弊害と低インフレ期においてもたらす利得を比較して、前者の害の方が大きいと
Shirakawa(2023)対白川(2002) - himaginary’s diary
IMFの白川論文が話題になったが、小生から見ておかしいと思われる点をまとめておく。 日本の2000-2012年の生産年齢人口当たりの成長率がG7の中で最も高いことをゼロ金利制約の無効性の根拠としているが、12年前の拙エントリで示したように、その期間の生産年齢人口当たりの成長率は、リーマン・ショックの影響もあり、期間の取り方によって簡単に国別の大小がひっくり返るので、分析や議論の根拠に使うのは不適切。 同期間の需給ギャップを見ると、内閣府の計算でも日銀の計算でも概ねマイナスであった時期であり、需要が供給に比べて不足していた。その期間に確かに実質GDPは2000年度の485.6兆円から2012年度の517.9兆円に6.7%増加しているが、一方で名目GDPは537.6兆円から499.4兆円に7.1%減少している。即ちGDPデフレータの1割以上の低下が生じていたのであり、需給ギャップのマイナス傾向
