運賃が高すぎて仕事に行けない、給料のほとんどを通勤に使ってしまう──日本でそんな経験をすることは少ないかもしれない。しかし、こうした課題に日々直面してきた人たちがいる。インドの女性たちだ。 2022年時点でのインドの労働参加率は、男性が73.6％であるのに対し女性は24％にとどまり、中東諸国に次いでジェンダーギャップが最も大きい国のひとつとなっている（※1）。さらに、女性が仕事を得たとしてもその所得は非常に少ない。インド全体における女性の平均月給は、正規雇用で1万2,667.5インドルピー（約2万2,800円）、非正規雇用では5,156.5インドルピー（約9,280円）であり、どちらも男性より低額であることが指摘されている（※2）。 こうしたインドにおけるジェンダー格差を是正する希望となっているのが、女性客のバス料金無料化の動きだ。このプログラムは「Shakti（ヒンディー語で強さの意）」
