ラグビーのプロリーグ構想が7月に明かされてから約4カ月。日本ラグビー協会副会長の清宮克幸氏が中心となって進めている。ワールドカップ（W杯）日本大会での日本代表の活躍で、日本中が沸き立ったその熱量をそのままに、順調にプロリーグ化が進むかと思われたが、どうもうまくいってないようだ。 11月19日、さいたまスーパーアリーナで開催された｢スポーツビジネスジャパン｣のカンファレンス｢日本のラグビーを変える！〜新しいプロリーグとは〜｣に清宮氏が登壇したが、プロ化へうまく推進できてないのか、不満を口にしていた。 本来なら既に構想発表するはずだったが ｢本来なら、私の予定では、今日は（プロリーグの具体的な）構想を発表した後に、ここに座るはずだった。ちょっと（プロ化の動きが）早すぎるという意見があった。前回の（協会の）理事会で、皆さん、総論は賛成なんですよ。ただ、『清宮、頑張ってくれ。でも、やり方があるよね
