アラブ首長国連邦のドバイは、つい半年か１年前までは、夢のような国ともてはやされていた。この国の首長（国王）は石油が出ない代わりに、他の方法で経済活性化を図り、一躍ドバイを世界的に知られる、アラビア半島の経済・金融センターに仕上げた。 彼の最高顧問は、イギリスの退役大佐だった。彼のアドバイスでドバイは、人工の島を造り、そこにリゾート用の住宅やホテルを建てたが、それは飛ぶように売れた。 リゾート用住宅は、湾岸諸国を始め、世界中の金持ちたちの、格好の投機（投資ではない）目標となり、計画段階で売れ、完成段階では価格が跳ね上がった。このため、第二期計画も同様に、売れ行きがよかった。 しかし、室内気温５０度を越えるこの場所で、リゾート向きの住宅が建つこと自体、がナンセンスだった。いわば、投機目的の購入者を狙った、ばくち的なビジネスだったのだ。 結果は、いまになってみれば当然で、住宅価格は暴落、
