Recently, there was discussion on the ietf-http-wg mailing list about the current HTTP/2.0 draft’s inclusion of a SPDY feature that allows the server to send its TCP congestion window (often abbreviated as cwnd) to the client, so it can echo it back to the server when opening a new connection.
