I saw this article a while ago. The idea of time bound replacement is interesting.

First I thought the article simplifies CP2 by using the word "extension" but in fact it does talk about the "extension" as sort of transitional arrangement up to 2018, which is going to be discussed by EU delegates in the upcoming weeks. Interesting.
