1997年に採択された京都議定書において、我が国は温室効果ガス排出量の6%削減を約束しており、この国際的役割を果たすため、政府として「京都議定書目標達成計画」(2005年4月閣議決定。以下「目標達成計画」という。) に基づいて地球温暖化対策を推進してきたところであり、2008年3月には、目標達成計画を全面的に改定し、追加対策やそれを含めた新たな削減量を位置付けたところです。 今般、特に増加傾向にある業務その他部門、家庭部門のエネルギー起源CO2の排出削減を強力に進め、新たな削減目標を達成するため、住宅・建築物分野では、大規模な建築物の省エネ措置が著しく不十分である場合の命令の導入や一定の中小規模の建築物について、省エネ措置の届出等の義務付けを柱とする「エネルギーの使用の合理化に関する法律の一部を改正する法律」(平成20年法律第47号)が2008年5月に成立しました。
