h5y1m141 イマイチまだ理解がしきれてないけど workaroundのコメントの BUNDLE_APP_CONFIG の設定を変更してみたら bundle install先が変更されてホストマシン（Mac上）になって、かつrails consoleは実行できた（ただ遅い）
