米国国立医学図書館（NLM）と英国ウェルカム図書館が150年分の生物医学分野の雑誌をデジタル化して無料公開へ
米国国立医学図書館（NLM）と英国ウェルカム図書館（Wellcome Library）が共同で、歴史的に重要な生物医学分野の雑誌近150年分のバックナンバーをオンラインで無料公開するという覚書を交わしました。NLMが75万ポンド（120万ドル）の寄付を受け、同館の蔵書を3年間かけて記事レベルでスキャニングを行い、ウェルカム図書館が著作権処理や出版者への許諾処理を行うとのことです。NLMはデジタル化済みのオリジナルの資料についても保存していくとのことです。 デジタル化済みの資料は、米国国立衛生研究所（NIH）のリポジトリであるPubMed Central、EuropePMCで公開される予定とのことです。このプロジェクトは、“Medical Journal Backfiles Digitization Project (2004-2010) ”の成果を基にしたものと位置づけられているようです。

「歴史学の電子版博士論文のエンバーゴ期間は6年間」 米国歴史学協会が声明を発表
2013年7月22日、米国歴史学協会（AHA）は、7月19日のAHA理事会で承認された声明を発表しました。声明では、歴史学の電子版博士論文のエンバーゴ期間を6年間とするもので、AHAは大学院課程および大学図書館に対しその方針を了承するよう強く要請しています。 声明によると、博士論文が電子版で公開されすぐに誰でも無料でアクセス可能となってしまうことにより、多くの大学出版局がそれらの論文を元にした研究書の刊行を渋ることになり、そのために博士号を取得したての若手研究者の単著の執筆機会が減ってしまうことになるとされています。大学のテニュア審査委員会では、単著がその執筆者の研究能力の“ものさし”に使われることから、声明では、博士論文のオンライン公開が若手研究者のキャリアに影響を与えかねないことが懸念されています。 なお、エンバーゴ期間を6年間としている理由については、多くの大学では博士号取得後6年間
