(出所)ウプサラ大学、ノルウエー国際平和研究所の紛争に関するデータセット(UCDP/PRIO Armed Conflict dataset v.4-2007, 1946 – 2006)から筆者作成。 これらの紛争の大部分は、国内紛争です。第二次世界大戦を最後に先進国による国家間戦争はなくなりましたが、開発途上地域にあっても国家間戦争は多くありません。現代の武力紛争は、開発途上地域の国内紛争という性格が強いのです。 なぜ、開発途上地域で国内紛争が多発するのでしょうか。その点については、二つの側面から説明が可能です。 第一に、開発に失敗したから紛争が起きるという側面です。開発が失敗すれば、国民所得は低く、教育や就職の機会にも恵まれません。製造業が発展していないので、鉱産物などの一次産品に依存した経済構造になりがちです。 こうした国では、紛争が起こりやすくなると考えられます。人びとは貧しい生活に
